to Surplus Balances. These Light Dues are estimated at $96,000, so that the total to be met from balances

on this account is $204,000.

The net deficit therefore (without the Imperial

Contribution) is $94,937 or at 1/9c. to the dollar, £8,304,

As regards the Revenue it may be noticed

(1) that the new Liquor duties are estimated now

to bring in $600,000 in 1910 and

$725,000 in 1911;

(2) that the Opium Farm is expected to bring in $1,183,200 in 1911 as against $1,229,500 in 1910. (This is dealt with later on).

(3) That there is a new item for Import or Export licences for Horphia, etc., though for 1911 it amounts to $8 only.

(4) That Postel Revenue roes down from $472,000 in 1910 to $403,100 for 1911. This, of course, is are to the fact that the Hong Kong Goverment is to be relieved of the control of the Postal Agencies in Chine.

As to the expenditure, first of all a few items may be noted which have not been included, but for which provision may, or will, have to be made.

As regards the expenditure which is in the Estimates the most important new items are:-

(1) the expenditure for working the British Section of the Canton Kowloon Railway.

This is put at $598,108 as against $100,000 for 1910, and the Revenue is put at $107,000 "a guess

Estimate". But of the expenciture $81,832 is to

be charged to Construction Account, end, of course, it, was never anticipated that the Railway would pay for itself at once (or indeed for a good many years). Also $410,000 represents interest on advances for construction.*

(2) The sinking fund on the Wuchung Loan for half a year. This amounts to $65,271.

(3) The expemiture necessitated by the decision that disposal of refuse is to be undertaken department- ally instead of by contract. The expenditure in question is $37,870, whilst the amount actually saved is only $35,442. There is therefore, additional an additional expenditure of $2,428, and to this must be added $20,000 for special expenditure in 1911. But it is believed that the new system"will result in a

great improvement, especially in the work of removing

refuse to the sea".

(4) $163,000 is provided for transit charges

for rails an increase of $63,000 on 1910. This
